pluto: if peer sends us ID type ID_DER_ASN1_DN, set bool fromcert
Why should we ever change this boolean in refine_host_connection()
(at least for responder)
Do not set fromcert to FALSE in refine_host_connection() as that
loses the setting of fromcert set by ikev2_decode_peer_id_and_certs()
Rename struct id peer to peer_id to avoid confusing about meaning
