IKEv2: remove duplicate setting of certhdr.isac_critical
It was already set a few lines above it. It was also wrong to
set it in the if clause but not the else clause if it was supposed
to be different - but CERT payloads are always non-critical as
verification will just fail if some CERT data is missing.
