pluto: implement ECP DH19+DH20+DH21 Diffie–Hellman–Merkle key exchange in
ike_alg_nss_modp.[hc]
Known to interop with self and strongswan.
A quirk with some code using NSS means it will fail when
combined with HMAC_MD5 PRF (this code helps to flush out
the unrelated bug).
