testing: always build/install algparse
This includes ike_alg tests which, previously,
were disabled!
For moment build by pulling in chunks of pluto;
need to consider moving pluto's ike_alg code to
a library.
OUTPUT.algparse.txt, used by basic-pluto-00, needs
a review and update.
Let packagers decide if it should be bundled.
