ikev2: Mark STATE_PARENT_R1 with SMF2_SKIP_UNPACK_SK; and don't unpack it
The initial responder, on receiving IKE_AUTH hasn't
yet performed DH so isn't in a position to decrypt
the packet; which is the only case.
