pluto: ikev2parent_inI1outR1() redo check for passthrough connections.
Instead of checking POLICY_ID_AUTH_MASK, it should check POLICY_SHUNT_MASK
The previous check for LEMPTY AUTH masks became wrong too since we
introduced POLICY_AUTH_NEVER which falls under the mask.
