web: replace testing/web/publish.sh with make targets and dependencies (in
mk/web-targets.mk)
For instance:
make kvm-test WEB_SUMMARYDIR=/var/www/html/results
The old 'make kvm-publish' target, along with much dead code,
is deleted.
Update README.md.
