ikev2: fix, e0a15de DEFAULT_DNSSEC_ROOTKEY_FILE and dnssec-rootkey-file
export DEFAULT_DNSSEC_ROOTKEY_FILE value in the make file
print dnssec-rootkey-file only if USE_DNSSEC=true (ipsec status)
If the config file/setup has, dnssec-rootkey-file=""
ipsec status will print "dnssec-rootkey-file=<unset>"
make --dnssec-rootkey-file and --dnssec-trusted long opt only
free up short options -a -Q
