packaging: debian/rules export IPESCVERSION from changelog Version
pluto --version closely match package, deb, version.

libreswan_3.22~dr2-398-g7743045-master-1_amd64.deb
well, except for "L" vs "l"
use dpkg-parsechangelog --show-field Version
The old style 'pluto --version' was 3.master-$(shell date +%Y%V).git
If we use 'make showdebversion' It will have -dirty when building in git
Debian patch will add -dirty
