pfkey: fix bug introduced in 66f8e13d4ff538e2227243c93f6196633f2f7f4e
- 66f8e13d4ff538e2227243c93f6196633f2f7f4e broke code that misused the
preprocessor. It is not clear why the compiler didn't complain.
But Cagney caught it. Fixed without abuse.
