testing: xauth-pluto-03 did not show failure in incomplete IKE SA
Test updated to show there is a bogus ModeCFG request pending. When
this test would run longer, it would cause a timeout and a new
keying attempt, which would kill the existing IPsec Sa.
This only happens when configured for XAUTH without ModeCFG
