timers: add _MS suffix to constants involved with milliseconds
Serving as a hint that these should be passed to *_ms()
functions. The two I found were EVENT_v1_SEND_XAUTH_DELAY and
RETRANSMIT_INTERVAL_DEFAULT. Use deltatime_ms() to convert.
