ikev1: respond to duplicate init packets with a re-transmit
instead of creating an entirely new state for each
(Because the init state is currently also re-retransmitting from
a timer, a bogged down machine can end up maxing out the re-transmit
count and (via the timer) delete the state before it gets a chance
to process the response).
