ikev1: for quick_inR1_outI2() explicitly initialize output pb_stream after
crypto finishes
Rather than rely on it still being initialized with the default reply
from way back before crypto started. Eliminates one reason for
saving/restoring the global reply_stream across crypto; and
redundant initialization when the assumed reply is wrong.
