_updown.netkey: don't abort updating resolv.conf if no DNS domain received
The "resolve everything with this nameserver IP" does not require a domain
name to have been received. Only the IKEv2 split-dns requires that.
Note for IKEv1, we can (should) give the domain + IPs so this is not an
issue there.
