programs/ipsec: fix bad quoting
e0a15de38097fbaf775c8823a99843c4139d7bd2 dropped quotes from a $@.
This broke the command.
This also broke testing/pluto/delete-sa-01. Subsequent fixes to that
test were futile. Fixed now.
