building: add support for USE_GLIBC_KERN_FLIP_HEADERS=
This enables a workaround for very old debian/fedora installs
where the glibc and kernel headers conflict for IPv6
The default is off, which should work on all modern systems.
Enable this when you see errors related to 'struct in6_addr'
