ikev2: ikev2_proposals_first_modp() -> ikev2_proposals_first_dh(), latter
returns NULL
Old routine would try to patch things up when the local proposal
either contained unknown DH (should how be "impossible" as rejected by
parser), or no DH (instead assume this is deliberate).
For IKE, pexpect-log a NULL return value and then patch it up.
