ikev2: extract the proposed CHILD_SA DH from the raw proposal, not alg_info
For a child negotiated during the IKE exchange, use unset_group to
flag that DH should not be proposed.
For a child negotiated after the IKE exchange, use the IKE SA's DH
if nothing else was specified.
