    ikev2: really omit the KE payload when sending KE is impaired
    
    Was identifying the next payload as SA, but emitting the contents
    of the KE payload.  Fortunately the responder rejects the packet
    before trying to parse the payload contents.
    
    (found by cross checking next payload types with actual payloads)
    (this, i think, is one example of why the RFC's next payload type
    was such a bad idea)
    
    Also set ikev2_ke_desc's payload type.
