pluto: undo moving the order of install_ipsec_sa() and
ISAKMP_SA_established()
While it is better we install the IPsec SA before calling
ISAKMP_SA_established()
which might delete the old replaced connection, currently our code does not
properly handle this, as there would briefly be two identical eroutes in
place, and it throes "eroute already in use".
