pluto: incrementally simplify/tidy CRL code
- eliminate make_crl_uri_str(). Add a similar str_from_chunk()
- use str_from_chunk() where advantageous
- remove unused nss_uri parameter of insert_crl_nss()
- add const attribute to crl_uri parameter of insert_crl_nss()
- be a little more careful to avoid leaking
- simplify fetch_asn1_blob(), fetch_crls(), and insert_crl_nss()
