kernel: sprinkle #ifdef NEED_SIN_LEN everywhere it might be useful
i.e., immediately after code setting .sin_family
Suspect in some cases it isn't, strictly speaking, needed. Some of
the code is likely linux kernel only.
Suspect using a function returning an ip_address would be cleaner (but
that involves hacking linux kernel code).
