ikev1: delete code trying to fix up key-lengths while emitting a proposal
Instead, assume that the attribute table being emitted is correct and
code has already handled optional and multiple key lengths.
First, fixes a long standing bug where, for AH, the code would look
up the integrity algorithm in the encryption table and then emit
that encryption algorithms key length.
Second, removes what test results would suggest has become redundant
code.
