testing/fips/f28: don't put the old NSS DB into fips mode
As in: modutil -dbdir /etc/ipsec.d -fips true -force
How that 'swan-prep --fips' creates the, and pluto expects a shiny new
(sql:) NSS DB in FIPS mode, the above is useless (and f28, where sql:
has become the default, it becomes redundant).
