nat: use UDP_ENCAP_ESPINUDP, from <netinet/udp> when setting
SOL_UDP.UDP_ENCAP
More portable. Also use IPPROTO_UDP when SOL_UDP isn't defined.
Suspect the ESPINUDP_WITH_NON_ESP should really be limited
to KLIPS code.
