IKEv1: Don't print warning about empty informational when it contains a
delete payload
When receiving a Delete in IKEv1, we do not receive a Notify payload but
the code
assumed we should have at least one Notify payload, and would print a false:
received and ignored empty informational notification payload
The informational message was in fact, not empty.
