ikev2: clean up IKEv2 cookie including size assumptions
Define the typedef v2_cookie_t (in ikev2_cookie.[hc]) and
use it and sizeof(v2_cookie_t) in generic code. By happy concidence
it is 32-bytes, the same as sha2_digest size.
Make cookie secret local to ikev2_cookie.c and use correct
size when hashing.
