IKEv2 TS: factor match_address_range() out of
ikev2_evaluate_connection_fit()
Compute individual initiator / responder fits and then combine.
As with the original code this has a few quirks: it only does
END_WIDER_THAN_TS; it gives bonus points for equal ports.
