IKEv2: merge EVENT_v2_RESPONDER_TIMEOUT into EVENT_SO_DISCARD
Just call delete_state().
Unlike EVENT_SA_EXPIRE, delete messages don't need to be sent, no
nothing needs to be replaced, and no cleanup beyond the current state
is needed. Should there even be an expire_state() function for this
minimal operation?
