IKEv2 TS: in responder, when narrowing template and connection looks
shared, re-instantiate
Where an initial stab at "looks shared" is:
- in pending queue -
- something other than the CHILD SA's IKE SA is using it
Really need a more efficient way iterating over all states for
a connection.
