debugging: replace DBG_cond_dump(...) with if (DBGP(...)) DBG_dump(...)
One less debug function to remember (and one that only IKEv1 used).
Also fix the debug mask:
DBG_ALL -> DBG_BASE
DBG_CRYPT|DBG_RAW -> DBG_CRYPT
