pluto: deduplicate generation of v2N_IPCOMP_SUPPORTED payload
Three copies of code have been replaced by calls to emit_v2N_compression.
The neighbourhood of those calls could do with dedpulication too.
emit_v2N_compression uses out_struct instead of building up
the payload by hand.
