libswan: Do not process DNSSEC root key or trust anchors when disabled.
Disabling DNSSEC only logged a warning, but still processed the root anchor
file and trusted key file.

libswan: only use valid ephemeral ports for libunbound context
Other ports are blocked by SElinux, and could cause addconn to
fail to resolve a configured hostname.
