proposals: only print integrity when it isn't consistent with encryption
and the PRF
That is:
- encryption is AEAD and integrity isn't 'none'
(for instance, by using --impair)
- encryption is non-AEAD and, the Integrity algorithms are not
all derived from the PRF algorithms
(for instance, by specifying both PRF and INTEG)
