testing: sanitize 1nn log prefixes - the current state - into 1v1 and 1v2
Sets things up for a cleanup of 'enum state_kind'.
(If these prefixes are really going to hang around then, IMNSHO,
they should be changed to 1nn for IKEv1, 2nn for IKEv2, and 9nn
for those other errors).
