ikev2: hide a live pony
Plenty of things wrong with this code:
- it uses a generic informational function when it could
instead have a simple and dedicated liveness function
- that generic informational function is doing a Record
'n' Send!
- because there are redundant established states, it needs
more state transitions than should be needed
OTOH, it does seem to suppress the liveness log messages.
