connections: don't try to revive a state's connection when it has been
replaced
Hack to stop an old IKE SA, that has either been replaced or re-keyed,
from trying to re-replace itself using EVENT_INIT_CONN.
The underlying propblem here is that the old IKE SA is not going
through a proper state transition where, at the end, a simple delete
can be performed.
