nat: switch the global nat event to using a global timer
Really have to wonder, though, if this should be made per-state.

events: switch EVENT_NAT_T_KEEPALIVE to using the global timer code
But note that switching this to a per-state event might be better long
term - iterating over all states to find those that need this isn't
the most efficient.
