testing: fixup certoe-14-poc-del-slash32
This fixes the routing so that packets reach road and east, over the
non-default route. They both need explicit subnet routes for that to
work, and their IP hardcoded in their configs.

- run restorecon on newly created/copied files into /etc/ipsec.d
- remove 192.1.2.254 from clear policy, as that is our NAT router IP
