pluto: in delete_state(), do not revive POLICY_DONT_REKEY connections.
Otherwise, running --up will cause the equivalent of rekey, after
the rekey is skipped and the state is then deleted, and gets revived
because of POLICY_UP.
This fixes ikev2-29-no-rekey

testing: fixup westnet-eastnet-ipv4-psk-ikev2
Indeed, west cannot have an IPsec SA up with it is suppressing
sending IKE_AUTH payloads.
