state: replace O(#STATES) flush_pending_children() with O(#CHILDREN)
flush_incomplete_children()
It's assumed that both IKEv1 and IKEv2 children share the same IKE
SPIs as their parent (should probably start looking at IKE SA's
maintaining a proper list of children).
