ikev2: replace IS_CHILD_SA_RESPONDER(st) with st->st_sa_role == SA_RESPONDER
Document that v2_child_sa_responder_with_msgid() can only work when
there isn't a message vs sa role reversal (as can happen when there's
a re-key).
