events: replace pluto_event_now() with schedule_resume() and
schedule_callback()
schedule_resume() is for resuming a suspended state (for instance,
after crypto finishes on a worker thread).
schedule_callback() is for an arbitrary event that may not even be
tied to a state (for instance, when injecting fake messages).
