packaging: add Debian stretch specific configs and more cleanup
'make deb' should work on the following
Debian - Jessie(8), Stretch(9), Buster, Sid, Expirimental
Ubuntu - Xenial(16.04), Bionic(18.04), Cosmic(18.10), Disco(19.04)
to install build and run dependencies at once.
make install-deb-dep
dpkg -i ../*.deb || apt-get --fix-broken install -y
