timing: bill the state for more of the triggering events time
For instance: the time spend reading and decoding the message and then
finding the message's intended state; and the prep-time before an
initiator state is created (which includes rekeying).
The time spent clearing the socket error queue is excluded.
Replaces code that that was only accounted for two of the responder
state transitions.
