ip_address: eliminate SET_V[46]()
Instead use (new) pbs_in_address_in{,6}() and address_from_in{,6}_addr().
Also delete the comments ??? this code should ensure that the size of
the attribute value is correct; and ??? this code is duplicated four
times!
