packets: move global reply_stream to ikev1.[hc]
IKEv1 scribbles on the global buffer and then, in
complete_v1_state_transtion() picks up and sends the content :-(
IKEv2 changed to only use on-stack output pbs (but unfortunately still
the global buffer).
