fips: call lsw_get_fips_mode() from lsw_nss_setup(), not
libreswan_fipsmode()
Since initializing the NSS DB is required, do it using lsw_get_fips_mode().
Simplify algparse - drop --nssdir option and redundant NSS DB init call.
(this is about logging - libreswan_fipsmode() no longer needs to log
or return an error)
