logging: use log_message() in pluto_init_nss()

logging: hack log_va_list() to not barf when logger is NULL
Code will need to pass the logger into NSS so that it gets
passed on to the callback - this stops a crash.
(no code currently relies on this)
Complain when NULL and debugging enabled.
